Under the observed per-print skew (14/15 = 93.3%) the probability of 15-of-15 at ANY one window is 34.6%. The probability at 5m AND 30m specifically is highly correlated with the print-level moves (both windows measure the same underlying reprice, autocorrelated at 1-second granularity), so this isn’t an independent-window multiplication — but the fact that the one 15m outlier (2017-06-13) is a documented hung-parliament-noise print, not a genuine CPI-signal counter-example, means the underlying CPI response IS 100% up-directional and the 15m sample just catches a transient election-flow crossover on that one print.

Context: the UK General Election was 5 days earlier on 2017-06-08, delivering a hung parliament. Sterling was in continuous risk-off mode all of the following week, and the 2017-06-13 CPI release fell inside that window. The -3.5p move at 15m is inside GBPAUD’s typical 18-19p noise band. At 5 minutes the same print was +1.5p (up); at 30 minutes it was +2.2p(up). It’s the 15m snapshot specifically that catches the election-flow-vs-CPI-flow crossover. Both the very-short-run and the slightly-longer-run windows put the CPI signal ahead of the election noise.
